CRCD Housing and Support Services in South LA:
A Safe Place to Call Home

CRCD offers safe, permanent supportive housing and support services in South LA for youth, families, seniors, and people with special needs. We help residents build life skills, find stability, and move toward their goals. As the lead for the Youth Coordinated Entry System in the region, we connect young people facing homelessness with housing and the support they need to thrive.

Ruth’s Place

To better serve young people experiencing homelessness, CRCD operates Ruth’s Place, a drop-in center for youth who would otherwise be on the streets. Ruth’s Place provides clothing, food, showers, transportation support, and access to support services and referrals. Services offered at Ruth’s Place include housing assistance, case management, life skills workshops, mental health assessments, and referrals.

Success Story: Zion’s Journey from Homelessness to Aspiring Barber

Zion Hill has been a resident of La Prensa Libra Apartments since July 3, 2024, after experiencing homelessness and staying at the Tiny Home Village in Echo Park Lake since November 2023. During thins time, he worked closely with his CRCD ICMIS case manager to secure housing and address personal challenges.

Since obtaining stable housing, Zion has developed social and life skills, gaining access to health services, benefits, and educational opportunities that were previous difficult to access while unhoused.

With the support of CRCD Housing and Support Services, he has maintained his housing and pursued his goals, including exploring employment opportunities and working toward a barber certification through the Vernon-Central/LATTC WorkSource Center.

Zion is grateful for the ongoing guidance from his case manager and the resources provided by the program, which have been vital to his success.

The Brookins Family

When Walter Brookins, a 25-year-old father of two, first connected with CRCD at Ruth Teague Homes, he had been living on the streets for over a year. Despite facing the challenges of homelessness and mental illness, Walter’s determination to find housing never wavered. From the time he applied for housing in March, Walter stayed in regular contact, providing all necessary documents and patiently following up on his application status.

In late October, Walter’s persistence paid off—his application was approved, and he and his family moved into Ruth Teague Homes. Just days later, they joined their neighbors for a Halloween celebration, where Walter’s joy was clear to everyone around him. Since moving in, his mental health and overall stability have greatly improved, and he continues to focus on building a better future for his family.

Walter’s story is a testament to patience, resilience, and the life-changing impact of stable housing. Today, he is thriving as a father and head-of-household, creating a safe and supportive home for his children as they begin this new chapter together.

Our Support Services

Ruth’s Place: A comprehensive homeless youth drop-in center that offers housing support and navigation, comprehensive case management, referrals to workforce development and education, and nourishment to youth experiencing food insecurity.

Time-Limited Subsidy (TLS): Up to 24-months of rental assistance, move-in support, and housing connections for youth and young adults experiencing homelessness or housing instability. 

Homelessness Prevention for Youth: Offers short-term financial help and works with landlords to keep young people at risk of eviction in their homes.

Problem Solving: Short-term assistance to help individuals secure or maintain housing, including support with deposits, utility bills, family-based temporary housing, and relocation.

Community Services Block Grant (CSBG): Three months of rental assistance to eligible households to avoid displacement or reentering homelessness. 

Housing Navigation: One-on-One housing assistance and support to navigate the homeless services system.

Campus Peer Navigation: Works from Compton College and LA Southwest College to connect students facing or at risk of homelessness with resources, including Coordinated Entry System (CES) supports.

DCFS Liaison: Supports youth involved with the child welfare or probation systems who are facing or at risk of homelessness, connecting them to resources and CES housing opportunities.

Intensive Case Management Services (ICMS) – Project-Based Housing: Offers long-term rental subsidies and on-site intensive case management for formerly unhoused individuals and families.

Intensive Case Management Services (ICMS) – Scattered Site Housing: Pairs intensive case management with housing in various locations across LA, helping formerly unhoused individuals and families find and keep homes.

Skid Row Action Plan (SRAP):  Innovative and creative early outreach and engagement activities to homeless individuals in the Skid Row area. Comprehensive support services and case management  are offered in preparation for housing. 

Care First Community Investment (CFCI): Support to justice-involved individuals through Los Angeles County. Support includes case management, housing navigation, and referrals, in partnership with the Los Angeles County Department of Health Services.

Countywide Pre-Match: Document ready support to ensure individuals experiencing homelessness qualify for Permanent housing placement.
